PCRF Names Richard Turman Chief Operating Officer

The People-Centered Research Foundation (PCRF) announced today that Richard Turman, MPP, will be joining the organization as chief operating officer. Prior to joining the PCRF, Mr. Turman  served as the founding deputy director of the U.S. Food and Drug Administration (FDA) Center for Tobacco Products. At the PCRF, he joins a team of national leaders in clinical research who established the nonprofit organization to accelerate people-driven research.

“Mr. Turman brings a wealth of operational and financial management experience across diverse federal organizations,” said Kathy Hudson, PCRF’s chief executive officer and executive director. “We are thrilled to have a steady hand at the operational helm as we pursue PCRF’s mission to conduct meaningful, efficient research driven by and for the needs of people.”

As deputy director of the FDA’s Center for Tobacco Products, Turman helped marshal the center’s staff and funding resources to best wield its broad regulatory powers to reduce the death and disease caused by tobacco use. During his tenure, he helped grow the Center, which went from 350 staff when he arrived to more than 800 today. Prior to his service at the FDA, Turman served as HHS’ Principal Deputy Assistant Secretary for Financial Resources, Associate Director for Budget at NIH, Director of Federal Relations at the Association of American Universities, and as a branch chief at the White House Office of Management and Budget.

Mr. Turman earned his M.P.P. from the Goldman School of Public Policy at the University of California, Berkeley and a bachelor of arts from the University of California, Santa Cruz. He was awarded the SES Presidential Rank Award of Meritorious Executive in 2009 and the SES Presidential Rank Award of Distinguished Executive in 2012, having been nominated for the awards by successive Administrations.
